Billy Wong is a New York City cop whose partner is killed by Hong Kong gansters during a robbery. He and his new partner, Danny Garoni, are sent to rescue an American woman Laura Shapiro, a rich man's daughter who was kidnapped and taken to Hong Kong by Mr. Ko, a local drug boss. As long as arriving at The Fragrant Harbour, the duo raises endless troubles for both Mr. Ko and the local authorities.
